Updated draft charter for Web Payments Architecture Working Group

Dear Web Payments Interest Group participants,

I’ve poured the content that has been in development into the W3C charter template:

I’ve marked one “open issue” that I think the IG participants should discuss by email and at
their next teleconference (6 July).

Comments on the charter are welcome. I anticipate that the Chair will issue a call for consensus (soon)
to propose this to the W3C management team. We are seeking to meet this schedule:

 * 20 July: W3C staff propose charter to W3C management team
 * 29 July: W3C management approves proposing this charter to the Membership
 * 3 August: Start of Membership review of the charter.

Shortly I will reach out to those with action items that will help support Member review of the charter:

ACTION-110: Write up an architectural layer synthesis of components of the web payments stack.

ACTION-113: Organize a flow diagram conversation to produce what is supported by the charter
