Review of IoV CG Charter

Adrian, quick thoughts on the Internet of Value CG charter:

Might work better as a bulleted list, most likely, you're going to end
up with more than one goal.

Don't say "universal" - it makes people think you're trying to boil the
ocean when what you're really trying to do is create a meta-payment
scheme that can be used to link disparate payment schemes.

Where this document felt strange for the Web Payments IG, it feels very
natural for the IoV CG.

Strange language, please change to something else like: "access control
and permission protocols" (although, you quickly get into that sort of
stuff being more spec-y than note-y).

> Test Suits and Other Software

The group should generate research prototypes of what they're proposing.

> it will be developed in Open Source using the W3C Software License.

Use a more recognized license, like FreeBSD 3 clause or put the code
into the public domain via CC0. I suggest you leave the decision of the
license to the organization putting the software together, with a note
stating that the group prefers open source prototypes.

I know you like this name :), but I think a more narrowly scoped name
would benefit participation in the CG. Some ideas:

Web Settlement CG - while it's not necessarily what the group is doing,
it'll get the financial institutions that you're interested in
attracting to the table for long enough that you can get them to join.

Payment Scheme CG - A bit too technically named, but is really what the
group is about, IMHO.

Payment Rails CG - Alludes to trains and tracks, where trains can use
multiple tracks to get their cargo to where they need to go. I think
it's a good analogy, and the name of the group sounds intriguing, and is
something that financial industry folks could relate to.

Payment Routing CG - Same as above without the "rails" analogy, more direct.

I kept fighting the urge to generalize by replacing the word "Payment"
with "Value" above. Changing the word to "value" generalizes it to the
point that someone reading just the title of the group couldn't get an
idea of what the group does w/o reading the summary of the group. I
think any group name that requires reading more than 4-6 words to
understand what the group does at a high level is a losing proposition.

I think my vote right now would be for "Payment Routing CG".
