approval of minutes process (close [action-45] )

Dear All,

We discussed today the process of approving teleconferences minutes, and 
came to the following resolution

*Because minutes can only be edited by the W3C staff Contact, all 
request to change the minutes should be directed to W3C staff contact 
(put that info at https://www.w3.org/Payments/IG/wiki/Main_Page#meetings )
*full group meeting minutes will continue with the current policy: 
minutes are member only till they are formally approved during the 
following meeting
*Task force meeting minutes will be by default approved, but 
participants are welcome to review them after the meeting and send edit 
request
