Is it just me, or should the goals section that's in the Payment Agent document be moved to the Roadmap document?

3.2 Goals
3.2.1 Cost Reductions
3.2.2 Transparency and User-control
3.2.3 Level Playing Field for Innovative Services
3.2.4 Reduction of Required Number of Involved Parties
3.2.5 Reduced Abandonment in Online Shopping

Seems like a roadmap should let the readers know where the road goes, no?
