Another high level diagram of the web payment stack

This is a high level way of picturing the protocols (or APIs + data
formats) that comprise web payments. Hope this helps the discussion, please
ignore it if it confuses things more.

I would argue that 1 and 2 are definitely in scope for the IG, 0 and 3
might or might not be in scope depending on what the group decides.
