[use_case] action-33: updates to glossary and use cases

Hello everyone:

On today's use case TF call[1] I took an action[2] to attempt to create definitions for actors in the use cases.

To help keep things in sync with the glossary, I added a "roles" section[3] to that document.  This section might be moved or altered by the glossary TF but I put it here for now so that we wouldn't get our terms out of sync.

The "roles" now referenced from the use cases wiki page[4].

Folks reviewing use cases should take a moment to look at the roles and adjust the use cases to conform, or in case there's no appropriate definition, add one to the glossary before going further.
