Support for Verifiable Claims Working Group

Hello, all.

On behalf of Parchment, I've reviewed the charter for working group and we
are supportive of continuing this effort. We'll continue to review the work
in progress, and move to implement the expressions of verifiable claims
that come from the work in the education space, once the work is complete.
