Work initiated on the next WebML WG Charter

Hi All,

I have started work on the Web Machine Learning Working Group Charter for 2023-2025.

A few things to pay attention to:

* Please review and follow the draft PR that is forming building upon the initial charter: https://github.com/w3c/machine-learning-charter/pull/19

* Please provide your comments in the existing open charter issues: https://github.com/w3c/machine-learning-charter/issues

* Open new issues for feedback that has not yet been recorded.

I will continue to bring this topic to our bi-weekly calls for further discussion. We are expected to have a good draft before the new year.
