It should be neutral. If that doesn't work, then JSON-LD or RDF-Turtle
MUST have equal standing. If for some reason this spec MUST have a
preferred serialization format, then it MUST be JSON-LD to stand any
kind of chance of adoption.

It pains me to see how RDF specs are continuously challenged by the
fundamental nature of RDF and the preferences Web Developers.
FWIW -- JSON-LD is the most broadly adopted notation and serialization
format for RDF. That said, it is still second to HTML -- courtesy of
RDF-based structured island embedding (where JSON-LD is also dominant).
WebID will only be widely adopted if HTML is the preferred profile
document type comprising JSON-LD based structured data islands. All
other approaches will go nowhere.
My 0.02 cents as an implementer of solutions based on a variety of
existing W3C open standards.
