Unofficial WebID CG proposals area

I've created an unofficial github proposals area:

As per the previous thread, I would like to document the usage of
WebID+Shared Secret / WebID+Cookie, to begin with.

Please feel free to add a pull request if you have a proposal to improve
the WebID specs.  But, In order to become an official CG work item, I think
it should be proposed the mailing list first too
