If you go to h-online, a British tech magazine for the first time you get a box that says:

    The H uses cookies to help provide services and information to its readers. For more information about the cookies used on this site, including ways to opt-out, please see our cookie information page </Cookie-information-1582679.html>. If you continue using The H, we will assume that you agree to our use of cookies.

If you go to the cookie information page it does tell you the cookies it uses and what they are for.

Wow! Voluntary privacy disclosure!  It's only cookies, but it's a start.
