CG and Charter updates

Hello everyone,
I hope you're having a good weekend :)

After the previous group meetings and the comments we received regarding
the draft charter, updated it to tackle the main issues.

To sum up:

   1. We created a separate glossary (you can find it on the github
   <https://github.com/w3c-cg/webforensics/blob/main/Glossary.md>). The
   glossary is a draft, it will change and adapt overtime as we introduce new
   concepts and correct existing definitions. With the creation of the
   glossary we do not mean to correctly define the whole domain of web
   forensics, which is quite a hard task to do. Rather define the broad
   boundaries of web forensics, and the concepts that we need in the reports
   and various deliverables. This will serve as a guide to understanding the
   group's works.
   2. In the charter, we corrected and punctualized the scope of the
   group's work. We are not going to work on mechanisms to ensure that only
   legitimate, lawfully authorized parties collect and access web evidence.
   The group's activity will center around forensics operations, and not with
   the legal requirements to initiate said operations. National and
   international law concerns the group's work insofar to make web evidence
   acceptable in a court of law.
   3. We added some other clarifications to the charter text.

You're more than welcome to give further feedback :)
If there are no further issues we will push the final version of the
charter in 7 to 10 days.

Last thing, the next group meeting (August 19th) is off. Have a good
vacation and see you on Sept 2nd :)
