Updates to Antitrust and competition policy - 2024 version

Dear WG participants,

FYI:
The W3C Board of Directors adopted a new antitrust policy on 5 March 2024:
 https://www.w3.org/policies/antitrust-2024/

It supersedes previous guidance (https://www.w3.org/policies/antitrust-2017/)
in effect between 1 March 2017 and 7 March 2024, which was a part of the
document package participants had to review and agree to when they joined.
