About the IFT spec issues I'm creating

I've been thinking about lingering questions that aren't captured by the current
draft (or that I mistakenly think aren't captured by it), so I'm filing issues as
they come into my head. I thought I should note here on the list that there's
no hurry with this stuff. I'm just trying to avoid us forgetting things.
