Proposed Outline for Update of IFT Spec from Today's Call

Here is a copy of a presentation I gave at today's call which outlines the
updates I plan to make to the IFT spec. These updates will replace the two
separate Patch Subset and Range Request with a single unified spec using
static patches as we've been discussing over the last few months.
