IRC references

Hello WG,

The W3C Wiki page (https://www.w3.org/wiki/IRC) as well as the IRC
Guidebook (https://www.w3.org/Project/IRC/) are offering useful summary of
functions and features of IRC and IRC bots (such as attendance, note
taking, speaker queue management, etc.) used as tools for W3C meetings.
(This is a good refresher for all participants, and, hopefully, a very
useful reference for new WG members.)
