RE: Draft of feature encoding changes

This would work well. The link I offered below (https://www.iso.org/standard/74461.html) brings you to the main ISO page for the standard, which is automatically updated when new editions / amendments are published. Dated link used in the current version of Specref points to a specific version for download - we should avoid that as the "download" link is also available from the main page.

Specref is updated manually. I can do a PR to update OFF to 4th edition, and use the undated link.
