Agenda+ Publish historical document on Web Fonts requirements as a Note?

Context: I was poking around the Member-only area for the original
(1996-97) Web Fonts WG, because of the recent Emmy award and to show how
long we have been working on Web Fonts.

After the 1996 Web Printing workshop in April 1996 [1], the Web Fonts WG
was started because several people had suggested downloadable fonts
would be a good thing. I chaired that group.

The first thing we produced was a requirements document [2], which is
dated July 1996 (just two months after the workshop). It turns out that
we never got around to publishing it, although we intended to do so and
it is written as if it was public. I guess we moved on to writing the
actual Web Fonts specification [3] instead, and forgot. The first public
draft of Web Fonts was from July 1997. It later got merged into CSS2,
taken out of CSS 2.1, and finally settled down as part of CSS Fonts 3.

So this interesting historical document is Member-only, and should not
be. I would like a resolution to publish it, as a Working Group Note [4]
