Incremental Transfer Spec Draft Ready for Review

All parts of the draft of the incremental transfer spec are now finished
(excluding the separate range request document) and it is now ready for
review. Please take a look and send feedback if any.

We'd like to publish the first public working draft. To do that at the next
call we'll need to make a resolution to do so. So ideally please try to
review the draft prior to the next meeting on the 31st if possible.
