This closes ACTION-219: /Start a repository to house the code/ A new repo for code for the testing and analysis PFE work [1] has been added under the w3c organization and is maintained by the fonts wg [2]. The w3c.json identifies it as tools, so not W3C Recommendation-track, which means it is easier for anyone to contribute to without any IPR checks; CONTRIBUTING.ms reflects that. There is a basic README.md, pointing to the PFE repo [3] where the actual spec and the evaluation report will live, plus the usual other W3C files (LICENSE.md etc). I'm assuming one directory per tool under that (with a readme saying what tool it is, who wrote the code, etc)? Let me know if you need anything else created here, though you should be able to create it yourselves and should feel free to do so.
