Remaining WOFF2 library bugs (DSIG)

Hi Rod

Just checking where you are with these two actions (from the minutes of 
the f2f meeting). I'm under some pressure to wrap up the WOFF2 test 
report, which hasn't really changed in terms of pass/fails for a few months.
