I have completed my review of the Brotli specification, and my comments have been addressed in version 05, which can be found here: https://datatracker.ietf.org/doc/draft-alakuijala-brotli/ . These last updates have eliminated all known ambiguities between valid and invalid Brotli streams. Through the implementation and testing of a Brotli decoder using only the specification, I have verified to the best of my ability that the Brotli specification version 05 is correct, consistent, and complete.
