Open and pending action items

Folks,

In preparation for our next week telcon I made some edits to the action items.
The completed actions are now marked as pending (with the comments summarizing the changes added) - please review the spec changes associated with these actions and be ready to discuss them during our call next week: https://www.w3.org/Fonts/WG/track/actions/pendingreview

One particular topic that we need to discuss involves the suggestion for a new test case (see comments on action-190 for details).
