Moving font-compression-reference to github

FYI, I am going to move font-compression-reference to
https://github.com/google/woff2 to live near it's close friend
https://github.com/google/brotli. At some point I will also remove the
woff2 repos copy of brotli and instead reference the brotli repo.

https://code.google.com/p/font-compression-reference/ now specifies
that: IMPORTANT:
This project has moved to https://github.com/google/woff2.
