   Topic spec updates

   currently, spec is deficient in many ways when it comes to
   defining testable assertions, especially for UA test cases

   To do: each WG member to review the spec and come back with
   their recommendations on what can be improved, new normative
   statements added

   Jonathan - pointed out that we need to define and test for
   possible error conditions and not just for 'correct'
   functionality.

   Datatype definitions and possible overrun conditions is one
   example but there may be more

   F2F planning - firm up testable assertions in the spec (bring
   your comments and changes to the meeting) and develop a test
   plan identifying what should be tested and how.
