updated WOFF draft

Fellow WG-ers,

I'm attaching a draft of the WOFF spec that incorporates a number of edits, trying to capture some of the things we've discussed in the past weeks. (I'm not yet set up to post this anywhere official, so just attaching the HTML file for now.)

This is clearly unfinished, but I wanted to give people a chance to see what's here so far, and to offer any feedback; in particular, suggested rewording of anything you feel is unclear or does not express what we wanted to say.

I'll keep filling out the incomplete sections of this over the coming days....
