Suggested changes for WOFF spec

1)      Editorial (discussed during the conf. call on May 26): combine chapter 6 and Appendix A into a single chapter "Extended Metadata Block". Description of syntax and semantics seem to belong to specification proper, while examples can be presented in Appendix (such as Appendix B).

2)      Editorial: create a separate section to present information specific to WOFF creation tools. The last four paragraphs of the section 4 "Table directory" seem to belong to this section, as well as the language about embedding bits proposed and agreed by JH [1, 2].

3)      Editorial: consider creating a "Recommendations" section which would summarize all non-normative statements and general recommendations. For instance, I believe we agreed that any operation performed on an original font file (e.g. subsetting) prior to its conversion to WOFF is technically out of scope of this spec, but if any information is considered useful (e.g. the last paragraphs of section 4 and 5) it can be presented in the Recommendations section.
