[W3C Web Crypto WG] CfC on moving the Web Crypto API to PR --> 24th of October

During our call today [1], we resolved the following :
"The WG agrees to move to Proposed Recommendation, provided that the editorial bugs are resolved, pending 2 week review on mailing list that starts after this call"
