Our charter expires end of March, so we *really* need to get to PR,
otherwise the W3C AC will be unhappy. Note some AC members have already
complained, so I doubt we'll get an extension except in 'maintenance mode'.
@Ryan/@MarkW - can you do the edits by end of Jan?
