We do strongly support many of these use-cases, and it appears a new forum may be appropriate. However, we are still discussing options internally. If there are any suggestions for how to structure a process outside the Crypto WG, do share them at the aforementioned WebSec IG mailing list. In general, the process for chartering a new Working Group or Interest Group is described here: http://www.w3.org/Guide/Charter The Advisory Committee will be notified as soon as a new chartering process has begun.
