Richard's proposal ignores the requirement that extensions be able to be
defined without modifying the base spec, and so can't be used as the basis for
consensus.

If instead, the base spec *referenced* a Web page run by the W3C that could be
modified as extensions are created, to provide pointers to the extension specs
for developers, that would solve the problem.  Harry, I believe you've
previously offered to do that.  Let's go with that solution.
