Note that Graham Steel's analysis has been converted into a IRTF CFRG report. 

Rich and others, we'd like your comments on this document and also we'll send
it to CFRG for further discussion:

 As resolved, once adopted by CFRG the document can then be linked to the W3C
Web Cryptography API as resolved earlier by the WG. 

The W3C (in the person of yours truly) has committed to maintaining the
document at CFRG, which seems a better home for security analysis of algorithms
than the Web Crypto API.
