While I realize the question was addressed to Harry: As editor, proposed texts is preferred over diffs, if only because there are still 39 open bugs, and diffs will skew. As an implementer, we would prefer to see support for / description of NUMS curves as a separate, algorithm-specific specification. To the extent that may not be possible (eg: as currently, all named curves are normatively REQUIRED for an implementation to support ECDSA/ECDH), resolving Bug 25618 would block such effort. Microsoft taking the effort to provide such a specification, and noting the exact points at which they cannot, would go a significant way to resolving the concerns of Bug 25618. >From a process point, such curves invariably represent "substantive changes" ( http://www.w3.org/2005/10/Process-20051014/tr.html#substantive-change ) and would no doubt cause a restart of either the LC process or another WG draft.
