OperationError vs DataError

Anyone having a strong opinion here ?

Subject: OperationError vs DataError

It seems from various bugs and recent discussions that the distinction between OperationError and DataError is not consistently implemented in the specification nor all that easy to define rigorously and in some cases possibly actively harmful.

How would people feel about removing the distinction and returning the same error for all the cases presently covered by OperationError and DataError ?
