ISSUE-12: Should the API distinguish between algorithm and operation parameters?

Following our F2F meeting, we resolved that ' Keep ISSUE-12 open. Resolve this in 2 weeks following feedback from rbarnes and vgb' [1].
Feedback from vgb says that he is happy with the current version of the spec.
Richard, any additional view ?
