The current specification does not treat block cipher modes of operation as part of a single block cipher, in the same way that it does not treat asymmetric padding schemes (RSASSA, RSAES, RSA-PSS, RSA-OAEP) as padding modes of asymmetric operations. Considering that there was significant objection to considering other modes like ECB, and there is concern about implementation support for modes such as CCM and GCM, I believe it makes sense to continue with the current specifications treatment of algorithm+mode as unique entities, rather than collectively as a single mode of operation. Absent proposals on how to unify these, and given the lack of activity on the issue, I propose we close it.
