Todo lists for Use cases after f2f meeting

Hi, all.

Many of falks in our w/g discussed the status and issues for draft api spec
and use cases in the 1st f2f meeting.
I just joined in IRC and watched discussions despite of mid-night in local
time.

After of meeting, I made to-do lists for use-cases after meeting and please
give a comments or fix yourself.

   - ACTION: add primary use cases to the specification, assigned to arun

      - did it for fileAPI - no requirement, can make it pretty short

Add use cases

   - ACTION: Wan-Teh and arun to add missing use-cases
      - Low-level API should cover most of the use-cases
      - Wan-Teh: we need to add the Technology Nexus use-case and some of
      Jim Davenport's client cert work
