Regrets, rather unfortunately I have a once-a-year invited talk conference event at the time of the call :( Basically, the key is that we have to agree to a "heartbeat" publication and thus the drafts do *not* have to reflect complete WG consensus, but the group has to be able to "live with publishing it". It is important that open issues are noted in the draft and that responses to feedback is clearly noted if the WG has reached consensus in addressing any public comments. The main purpose to get out there just to try to get another round of feedback from the wider Web and to use this as a moment to get in more input from the rest of the W3C.
