Will phase #2 deliverables allow you to build secure and user-friendly web-based payment-systems?

It would be nice if both 3D Secure-like (federated) and push-through-the-merchant models could be supported.

If this is fulfilled it seems that JavaScript/HTML5-based solutions should also be able to emulate schemes like Microsoft's Information Cards.
