We had a similar question in the Credentials CG — start a new CG, or
formally change mission statement and recharter. In our case survey of
community of those remaining in CG were in alignment, so we did process to
formalize & review new mission statement. It still took us 3+ months.

I’m not as confident in this is similar case it is worth the effort for the
existing Web Payments CG, given the history. Instead I agree with Manu it
is best to form a new Web Commerce CG.
