re: PR-advancement on hold

That's good news, thanks.  I'll update the implementation matrices.

I believe that the WG's advancement resolution is still valid.  We just 
ignore the subsequently discovered and fixed glitch in the results (re: 
rotateAnimation).

Right now, the timing is being determined by the restart of the OASIS 
process.  W3C PR (according to the MoU) has to be timed and coordinated 
with the end of the OASIS public review.  The start of the latter depends 
on how quickly OASIS TC admin can initiate review after this Wednesday's TC 
telecon.

Long story short, there is nothing to be done in W3C right now, pending 
completion of some OASIS steps.
