updated current-editors draft

I have updated the editors draft with the proper styling for 2nd LCWD [1].

We turned OFF the previous styling (yellow highlighting and/or boxing), 
which highlighted all significant changes from WebCGM 2.0 to WebCGM 
2.1.  We turned ON styling (yellow highlighting and/or boxing) to highlight 
all significant changes since 1st LCWD.  This will help us, as Thierry 
proposed, to constrain review comments to what's changed since the previous 
review.

I have also verified that all Chapters (1-9) and the Appendixes pass the 
W3C Validator.  (I will continue to do some more pubrules checking, 
especially link checking.)

This specification is substantively complete and correct, to the best of 
our knowledge.  It is therefore a suitable basis for us to resolve to 
request 2nd Last Call Working Draft Review.  (Even though there will be 
further editorial changes to the cover page, and further corrections for 
pubrules alignment.)

We will do so at our next WG telecon, on 5/20.
