glitch in I18N comments

This table contains 6 comments:

However, the individual-comment email message number just five:
http://lists.w3.org/Archives/Public/public-webcgm/2008Nov/

There is no message for comment #4.  Is it safe to assume that this is an 
oversight, and I18N intended to send a message for #4?

(To include it in the DoC, I had to change our DoC referencing pattern to 
point to their single table instead of email message.  Unless I18N sends 
that message to our list, we also won't be able to "ReplyAll" with proposed 
resolution.)
