New proposal re: WebCGM telecon

Don Larson can't participate at 10ET, but could participate at 9ET.

New proposal:  0900 ET (1500 CET), Wednesday, 31st May.

(Note.  Next week is tightly constrained for many WG members, because of an 
aerospace ASD forum during the week.)
