Re: edited NS URI de-reference document

Oops, okay.

I will fix the link and request publication (I myself do not have write 
permission into OASIS Web space).

I'm also changing some awkward wording:  change "It is [or presently, "will 
be" is accurate] both..." to "When work is completed, it will be both..."
