Re: [webauthn] Update Virtual Authenticator API to better emulate synced passkey behavior (#2382)

I understand that defaultBackupEligibility can simulate synced passkeys and synced passkeys don't have signature counters. But why not just make the [initial/default sign count explicit](https://github.com/w3c/webauthn/issues/2363#issuecomment-3813576898)?

For RPs that do have expectations about the sign counter value in their virtual authenticator tests, setting an explicit default seems more easily discoverable than the implicit relationship to the BE bit. (Also, authenticators with fixed-zero counters and non-syncing credentials do exist! :-))
