The core point is that relying parties should have some ability to guide the initial UI flow, rather than leaving it entirely to the WebAuthn Client—similar to why Client Hints were introduced in the first place. How this is achieved—whether by expanding the role of Client Hints or by introducing a new parameter to indicate which transport should be prioritized—is open for discussion.
