Re: [webauthn] Use of in-field metadata not preferred (#1643)

In I18N's [2025-03-13 teleconference](https://www.w3.org/2025/03/13-i18n-minutes.html#b268), we reviewed the open issues against webauthn L3, which include this issue and several others. The [above comment](https://github.com/w3c/webauthn/issues/1643#issuecomment-2379550440), dating to last year's TPAC, doesn't seem to have been acted upon. 

We request that you do the following:

- Remove the in-field encoding of language metadata using Unicode tag characters
- Remove the in-field encoding of string direction using strongly directional marks
- Add a document-level field for the document language and a document-level field for default direction; such fields would be optional, since you have an installed base

Previously I said:
> In any case, if you remove the lang/dir serialization from the spec and close this (and related issues), I18N will not object to your progressing.

Note that this does require action.
