Yeah, the current "rule" is that all list items end with: - a period; - a colon followed by a section link; - a colon followed by sub-items; - no punctuation, if the item is a sub-item of an item ending with a colon; or - no punctuation, if the item consists entirely of a section link. This pattern makes sense to me, as it seems weird to me to end an incomplete phrase with a period. I continued that pattern here.
