The spec does not make a distinction between conditional & modal requests for the purposes of automation. Is the automation not working in a specific browser? The behaviour I expect is the same as for modal requests: the request should be resolved immediately by a randomly selected credential. (Perhaps we should do better here and allow developers to interactively activate a credential, so far nobody has asked for this as far as I know.)
